Russia's Perm oil refinery halted operations after Friday drone attack, sources say

Sept 25 (Reuters) - The Perm oil refinery, Russia's seventh-largest oil processing plant by volume, stopped operations following a Ukrainian drone attack, which caused a fire and damaged pipelines, storage and technological units on Friday, two industry sources said.

Ukrainian President Volodymyr Zelenskiy said on Tuesday he had discussed with US President Donald Trump efforts to end the four-year-old war with Russia, including a potential bilateral ceasefire on energy-related targets.

Governor of Perm region, Dmitry Makhonin, said on his Telegram channel that an industrial site had came under attack on Friday, but did not name the plant.

Lukoil, the refinery's owner, did not reply to a request for comment. The refinery was previously attacked on August 21.

The plant, located 1,460 km (907 miles) northeast of Moscow, processed some 12.6 million tons, or 252,000 barrels per day, of oil in 2024. It produced 2 million tons of gasoline, 5.3 million tons of diesel, 200,000 tons of fuel oil and 700,000 tons of petroleum coke.
